Medical data is needed not only for patients and healthcare institutions, but also for various institutions and individuals across society. A good example is a medical researcher to a civil servant in charge of public health policy. In order to present effective healthcare policies as well as disease treatment, consistent and reliable data needs to be accessed. The need for efficient data access is particularly emphasized in times of crisis such as the COVID-19 pandemic. Because we need to access the patient’s data as quickly and accurately as possible in the moment of life-or-death crisis. Currently, personal health records are the least accessible data, and only primary healthcare providers can access them. The agency’s proprietary information management system is quite inefficient in situations that require quick and accurate response.
